Improving the Capacity of Village Government is a Must

Following the implementation of Law 6/2014 on Village, there has been remarkable changes in the village authority and revenue. The new law has given more power to village governments and has introduced a new arrangement in the village revenue. Since the law effectively implemented in 2015, in the case of village financial, there has been about 127 trillion of National budget transferred to villages. This amount is intended to increase gradually, so that, by 2019, the central government will allocate around 120 trillion, the amount will be doubled compared to the allocation in 2017. With this amount, each village in Indonesia received around 800 million, and it means in 2018 each village will be anticipated to manage around 1.6 billion.
The abundant revenue received by villages may be end up in two situations. It potentially facilitates the acceleration of village development or it may create a new problem in villages. The first situation possibly to happen if village apparatus has capability to manage the transferred fund. On the contrary, it may lead to a problem of misusing the funds. The ability of village apparatus in preparing village development planning is a fundamental factor to ensure the abundant revenue received by villages will be appropriately spent.
Unfortunately, some cases occurred in some regions involving village heads and staffs seem to be apparent that village apparatus has not had enough planning skill in managing huge village budget.
To conclude, the implementation of Law 6/2014 has resulted in the significant increase of village budget. Indeed, to manage these abundant resources, it’s required capable village apparatus. It’s apparent from the past three year experience that low capacity and skill of most village apparatus in the arrangement of village development planning has exacerbated the situation. This is plainly obvious from some RPJM Desa documents (Medium Term Village Planning Documents) that seem to be merely arranged without going through process as prescribed by the law. In addition, most villages were delayed in finalizing their village budget documents due to the delays in preparing the planning documents.
Seeing the fact, it is crucial to enhance the village apparatus capability to ensure the village budget is prepared appropriately. The training and coaching for village apparatus in preparing village planning documents are expected to improve the capacity of village apparatus in identifying strategic problems in the villages and in seeking reasonable solutions to solve the confronting issues. By then all villages are expected to have better planning documents and implementable in effort to increase the prosperity of village community. Therefore, training and coaching of village apparatus, particularly those involved in the preparation of planning documents is urgent.
